What did Joe Rogan read about US Army biological warfare tests on American cities?

On JRE #2570, Joe Rogan read from a history of the US biological warfare programme, which began in 1941. It lists a total of 160 tests using simulants of disease, carried out at 66 military and civilian locations in the United States, including Alaska and Hawaii. The details are recorded in a 1977 Army report, and the test sites included subways in New York and San Francisco.

• The guests raised the San Francisco tests as an example of the government testing how far an agent would drift downwind.
• Rogan cited the tests as evidence that powerful institutions have knowingly harmed the public before.
